Paraguay residency services handle the parts of a residency application that are slow, in Spanish, or have to be done in person in Asunción — document legalisation, the filing itself at the Dirección Nacional de Migraciones, the cédula appointment, and the follow-up when the file needs something more.
What they cannot do is decide the outcome. Migraciones states expressly that submitting a file does not presume approval and that further documentation may be requested. Anyone promising otherwise is describing something that is not theirs to promise.
What is the government's part and what is the service's part
The most useful thing to understand before you pay anyone is which costs are fixed by the state and which are the provider's own fee. The two get quoted as one number surprisingly often.
| Item | Set by | Can a provider change it? |
|---|---|---|
| Migraciones filing fees | Dirección Nacional de Migraciones | No |
| Cédula issuance | Departamento de Identificaciones, Policía Nacional | No |
| Apostille on your home-country documents | The issuing country | No |
| Certified translation into Spanish | Market rate, Paraguay | Somewhat |
| Professional fee | The provider | Entirely |
| Processing time | Migraciones | No |
Our own prices are on the pricing page, with the government fees included in the package and every add-on priced separately.
What a service actually removes from your plate
In practice the work splits into four things.
Getting your documents accepted. Your birth certificate and police certificate have to be apostilled in the country that issued them and translated by a translator Paraguay recognises. Most rejected files are rejected here, not at the decision. The apostille requirements and the document list are set out in full on their own pages.
Picking the right route. Paraguay publishes several, and they carry different requirements and deadlines: temporary residency, permanent residency, the MERCOSUR route, economic solvency and investment. Choosing wrongly costs a trip, not just a fee.
Being in Asunción when the file needs someone there. This is the part that is genuinely hard to do from abroad, and it is most of what you are paying for.
The steps after residency. The cédula, and if you need it, the separate question of tax residency and its certificate — which is a different status from immigration residency and does not follow automatically from it.

Before you choose one
Two pages on this site exist to be read before you pay any provider, including us. One is a list of twelve questions worth asking, with the official fee figures next to them so you can check the arithmetic yourself. The other is the pattern of claims that should make you stop.
The shortest version of both: a guarantee of approval before anyone has validated your documents, a guarantee of timing, and a single bundled price with no breakdown are the three things worth walking away from.
What we will not claim
That we can make Migraciones decide faster, that approval is certain, or that residency makes you a Paraguayan tax resident by itself. Those are three separate things and only the first two are even in the same department. Where this site states a fee, a deadline or a requirement, the primary source is listed at the foot of the page and the date we last checked it is at the top.
In this section
- Paraguay Cédula for ForeignersWhy the cédula is a second application at a different institution, what the biometric appointment involves, and what the card does not make you.
- Paraguay Residency for AmericansThere is no separate US route. What is different is the apostille chain — and the tax answer, which is the opposite of what most people expect.
- Paraguay Residency Without VisitingWhat can genuinely be prepared from home, what requires you in Asunción, and how the process compresses into a single trip.
- Paraguay Residency AgencyWhat an agency actually does, what it cannot promise, and how to compare one quote with another once the state fees are separated out.
- How to Choose a Paraguay Residency ServiceTwelve questions to ask any provider — including us — with the official fee figures so you can check the arithmetic.
- Paraguay Residency Scams and Red FlagsThe trust page: every common overstatement in this market, checked against the instrument it is supposed to come from.
- Paraguay Residency Remotely: What Can and Cannot Be DoneWhat a power of attorney covers, what biometrics still require, and why the fully remote promise keeps being made.
- Paraguay Residency Consultant: What One Is Paid ForThe file, the appointments, the split that tells you whether a quote is honest, and when to do it yourself.
- Paraguay Residency for Canadians: The Easier HalfThe process, the apostille change of January 2024, and why a Canadian move looks nothing like an American one.
Common questions
- What does a Paraguay residency service actually do?
- It prepares and files the application at the Dirección Nacional de Migraciones, arranges certified translation of your apostilled documents, attends in person in Asunción where attendance is required, and handles the cédula appointment afterwards. The decision itself remains with Migraciones.
- Can a residency service guarantee approval?
- Not before your documents have been validated. Migraciones decides every application, and it states that submitting documents does not presume approval and that further documentation may be requested. So a guarantee given before anyone has validated your documents is a reason for caution. We do not guarantee approval to everyone: we guarantee it only once your documents have passed official pre-approval, which follows the same approval procedure Migraciones uses. That guarantee is written into our contract.
- How much of the price is the government fee?
- The filing fees, the cédula issuance and the apostille in your home country are fixed by the relevant authority and identical whoever files for you. The professional fee is the part that varies between providers. A quote that does not say whether the government fees are included, and at what figure, cannot be compared with another quote.
- Do I need a service at all?
- Migraciones does not require legal representation. Whether you want help is a question of time, language and document logistics rather than legal necessity — the application is made in person and follow-up can be done personally or through a representative.
