Paraguay residency from the Netherlands is open to any Dutch citizen, and we handle the whole process from Asunción. Being from the Netherlands changes nothing in Paraguayan immigration law: there is no EU shortcut and no special price.
The base residency package — temporary residency plus your cédula (national ID) — starts at $1,600. You do not need to live in Paraguay or speak Spanish; consultations are in English.
What a Dutch applicant needs
- Documents from the Netherlands. A recent birth certificate (a BRP extract / uittreksel) and a certificate of good conduct (Verklaring Omtrent het Gedrag, VOG), each apostilled.
- The apostille. The Netherlands is a party to the Hague Apostille Convention, so a Dutch court (rechtbank) apostilles your documents directly — no consular legalisation needed. This is the single most common thing people get wrong.
- Sworn certified translations into Spanish, to the standard the migration authority accepts.
- Economic solvency. Since 6 July 2026, applications must evidence economic solvency under Resolución DNM 407/2026.
How Paraguay residency from the Netherlands works
- We validate your documents first, before you pay for apostilles and translations, so nothing is filed twice.
- You travel to Paraguay and we file with you. The base package is built around two short trips, or one longer trip; a single visit is possible with the One Trip add-on on the pricing page.
- You receive temporary residency and your cédula, valid up to two years and renewable.
- Optional: RUC (tax ID), a tax-residency certificate, company formation and a local bank account.
- Permanent residency is converted in the three months before the temporary card expires.
The tax question for Dutch leavers
Paraguayan residency and Paraguayan tax residency are two different things, and neither one automatically ends your Dutch tax position. Whether you still owe tax in the Netherlands depends on when and how you deregister from the BRP, where you actually live, and the source of your income. We handle the Paraguayan side and are explicit about what it does — and does not — settle on the Dutch side; for anything specific to your situation, take Dutch cross-border tax advice.
For the parts that are the same for every European and the three that differ by country, see moving to Paraguay from Europe and our agency page for Europeans.
What it costs
From $1,600 for the base package (temporary residency + cédula). Add-ons are priced individually and billed once; Paraguayan government fees are included in the package. Full breakdown on the pricing page.
Common questions
- Can a Dutch citizen get residency in Paraguay?
- Yes, through the ordinary residency route. Dutch or EU citizenship gives no special status in Paraguayan immigration law. You need your Dutch birth certificate and certificate of good conduct (VOG), each apostilled and translated into Spanish.
- Do I need to apostille my Dutch documents?
- Yes. The Netherlands is a party to the Hague Apostille Convention, so a Dutch court apostilles your documents directly, with no consular legalisation. A missing or wrong apostille is the most common reason an application is rejected.
- How many trips to Paraguay do I need from the Netherlands?
- The base package is built around two short trips, or one longer trip. The One Trip add-on is available. The application must be filed in person at least once.
- Does Paraguayan residency end my Dutch tax residency?
- Not automatically. Paraguayan residency and Paraguayan tax residency are distinct, and neither ends your Dutch tax position on its own — that depends on deregistering from the BRP, where you actually live, and your income sources. We handle the Paraguayan side; take Dutch advice for your own tax position.
