Paraguay residency for Canadians runs on the general route, and the Canadian side is the easier half: Canada taxes on residence, not on citizenship.
That single difference is why a Canadian's move looks nothing like an American's.
Paraguay residency for Canadians: the process itself
Canada is not a MERCOSUR country, so the general route under Ley N° 6984/2022 applies, with the higher government fee. The file is the same one everyone files: birth certificate, criminal record, INTERPOL certificate, Policía Nacional certificate and proof of economic solvency under Resolución DNM 407/2026.
Canadian documents need an apostille. Canada joined the Apostille Convention in January 2024, which replaced the older consular legalisation route — if you are reading instructions written before that, they are out of date.
Where a Canadian differs from an American
The United States taxes its citizens wherever they live. Canada does not: Canadian tax residence is determined by residential ties, and severing them is the question that actually matters.
That makes Paraguay a more straightforward proposition for a Canadian than for a US citizen — see what changes for Americans for the contrast. It does not make it automatic. Ties are assessed on facts, and a house, a spouse or a dependant left behind carries weight.
What we will not tell you about the Canadian side
Whether your ties are severed. That is a determination with real consequences and it belongs to a Canadian tax adviser, not to an immigration provider in Asunción.
What we will say is where the question sits, so that it gets asked before the move rather than at the first filing after it. And this: automatic exchange of information between tax administrations works, so a Paraguayan address is not a quiet one.
What Paraguay gives you, exactly
The right to live here, a cédula, and after three years of permanent radicación the standing to apply for citizenship. It does not give you tax residency — the DNIT assesses that separately.
What we do not say about this
That it suits every Canadian. If your income is Canadian-sourced and your family stays, moving your address changes less than you expect. We would rather say that on the call than after the fee.
Common questions
- Do Canadians qualify for the MERCOSUR route?
- No. Canada is not a MERCOSUR country, so the general route under Ley N° 6984/2022 applies, with the higher government fee.
- Does Paraguay residency end my Canadian tax residence?
- Not by itself. Canadian tax residence turns on residential ties, which are assessed on facts. That determination belongs with a Canadian tax adviser, not with an immigration provider.
Not sure which pathway applies to you?
Paraguay publishes several residency routes with different requirements, fees and deadlines. A short call will tell you which one fits your situation — or whether Paraguay is the wrong answer for you.
