Paraguay Residency for Americans
There is no separate US route. What is different is the apostille chain — and the tax answer, which is the opposite of what most people expect.

Whether Paraguay works for you depends on how you earnTalk it through
Paraguay residency for Americans works the same way it does for everyone else — there is no separate US route, no treaty shortcut, and no additional restriction. The documents are a birth certificate and a police certificate, apostilled in the United States and translated by a sworn translator in Paraguay.
The part that is genuinely different for Americans is tax, and it is different in the opposite direction from what most people expect.
The documents, specifically for a US applicant
Two things trip up American files more than any others.
The apostille comes from the state, not from Washington. A birth certificate is apostilled by the Secretary of State of the state that issued it. A federal FBI identity history summary is apostilled by the US Department of State. Sending the wrong one to the wrong office is the most common cause of a delayed American file.
The police certificate has a shelf life. Order it late enough that it is still current when the file is submitted, not so early that it expires while your apostille is in the post.
The full list is on the documents page, and the apostille chain is set out in more detail here.
What Paraguay residency does not do for an American
It does not end your US tax filing obligation. The United States taxes its citizens on worldwide income regardless of where they live, and that does not change when you obtain residency somewhere else. Paraguayan residency is an immigration status. It is not an exit from the US system.
There are provisions that matter to Americans abroad — the foreign earned income exclusion has conditions, and the rules around them are genuinely intricate. We set out what does and does not change on the page for US citizens, and we would rather you read that before you decide than after.
Anyone selling Paraguayan residency to an American as a way to stop filing in the US is describing something that is not true.
What Paraguay residency does do for Americans
It gives you legal residence in a country with a territorial tax system, a national ID, and a base that is not tied to a visa renewal. Paraguay taxes Paraguayan-source income; what that covers, and what it does not, is on the territorial tax page.
For an American whose income is US-source and who intends to keep filing in the US, the value is residence and optionality, not a tax outcome. That is a smaller claim than the one usually made, and it is the one we can stand behind.
Practicalities
Flights from the US connect through São Paulo, Panama City or Lima; there is no direct route. Budget for the two trips the standard process assumes, or the single longer one if you take the One Trip option. Prices are itemised on the pricing page, and what an agency does and does not handle is set out on the agency page.
Common questions
- Can a US citizen get residency in Paraguay?
- Yes, on the same routes available to any other nationality. There is no separate American programme and no additional restriction. The documents are a birth certificate and a police certificate, apostilled in the United States and translated by a sworn translator in Paraguay.
- Does Paraguay residency mean I stop filing US taxes?
- No. The United States taxes its citizens on worldwide income regardless of residence, and obtaining residency elsewhere does not change that. Paraguayan residency is an immigration status, not an exit from the US tax system.
- Who apostilles my US documents?
- A state-issued birth certificate is apostilled by that state’s Secretary of State. A federal FBI identity history summary is apostilled by the US Department of State. Sending the wrong document to the wrong office is the most common cause of delay in American files.
