Temporary Residency in Paraguay: Requirements and Process

Paraguayan temporary residency is valid for up to two years and is renewable for equal periods. The migration authority describes it as an authorisation granted for a determined period to a foreigner entering the country with the intention of establishing themselves to develop a lawful activity.
It is also a prerequisite: under the general route of Ley N° 6984/2022, you hold temporary residency before you can apply for permanent residency.

Precarious resident: the status you hold first
Residente precario sounds alarming in English and is not. It is the status the migration authority grants while your temporary residency application is being processed, and the authority states it enables the holder to leave and re-enter the country, to study, and to work for the duration of the residency.
In practical terms it means the waiting period is not dead time. You are not stuck in the country, and you are not barred from working while the file moves.
The cédula
The Paraguayan identity card is issued as part of the process and carries the same validity as the residence permit. It is the document that actually makes residency useful day to day — it is what a bank, a landlord, a phone company or the tax authority will ask for.
When you later convert to permanent residency, the cédula issued against that status carries a ten-year validity instead.
Requirements
The full list is on the documents page. In summary: a valid identity document, proof of migratory entry, a birth certificate, a civil-status certificate, a criminal record from your country of origin or last residence, INTERPOL and Paraguayan police certificates if you are 14 or over, two sworn statements, and a visa where your nationality requires one.
Foreign documents need translation into Spanish and an apostille or consular legalisation. Minors are exempt from the solvency requirement and have their own additional rules depending on which parent is present.
Where and how you apply
The migration authority states the application is personal and in person. Follow-up may then be done personally or through a legal representative. Its public counter is at Caballero N° 201, Asunción, Monday to Friday, 07:00 to 14:30.
Admitting your documents does not presume approval — the authority says so explicitly, and notes that additional documentation may be requested depending on the individual case.
The deadline you should diarise on day one
Temporary residency is a stage, not a destination. The application to change category to permanent residency should be made in the three months before your temporary card expires. Late filing is accepted up to one month after expiry with payment of the overstay fine. More than a month late and only an extension is available — up to six further months — which is not the same thing and costs you the conversion.

A contradiction worth knowing about. Several widely-ranking English guides state that Paraguayan temporary residency is granted for one year, renewable, with a six-year cumulative cap. The migration authority's own page states up to two years, renewable for equal periods. We follow the authority, and we are flagging the discrepancy rather than quietly picking a side — if you have been told one year by another provider, ask them which source they are working from.
Temporary residency is not tax residency
Holding a temporary residence card and a cédula does not by itself make you a Paraguayan tax resident, and it does not by itself end your tax obligations at home.
