Paraguay immigration is decided by one authority: the Dirección Nacional de Migraciones (DNM), under Ley N° 6984/2022 De Migraciones. It grants residency; the cédula and tax residency are separate applications at separate institutions.
This page is the map: who decides what, where you apply, and which guide to read next.
Paraguay immigration: who decides what
- Residency — the Dirección Nacional de Migraciones. It publishes four categories: Residencia Espontánea u Ocasional (short stays, not a settlement route), Residencia Temporal, Residencia Permanente, and Trámites Especiales for Uruguayan and Ecuadorian nationals.
- The cédula — the Paraguayan identity card, a separate application after residency. See the cédula for foreigners.
- Tax residency — the tax authority, not Migraciones. Temporary residency is not tax residency; see Paraguay tax residency.
Where and how you apply at Migraciones
The migration authority states that the application is personal and in person. Follow-up may then be done personally or through a legal representative. Its public counter is at Caballero N° 201, Asunción, Monday to Friday, 07:00 to 14:30.
Admitting your documents does not presume approval: the authority says so explicitly, and notes that it may ask for further documentation depending on the case. The official fees are Gs. 2,926,925, or Gs. 2,341,540 on the MERCOSUR route, and they are the same for everyone.
Temporary residency, then permanent residency
Temporary residency is the standard entry route: valid for up to two years and renewable. It is a stage, not a destination. The change of category to permanent residency should be requested in the three months before the temporary card expires — see temporary residency and permanent residency.
What changed on 6 July 2026
Resolución DNM N.° 407/2026 applies to applications filed from 6 July 2026. It updates how economic solvency is evidenced for permanent residency, defines twelve categories — teleworkers and digital nomads among them — and tightens how declared income and activity are verified. The authority has not published a monetary threshold in its announcement, and we do not invent one. Details are on the requirements page.
Do you need a Paraguay immigration lawyer?
Not for the ordinary file: Migraciones does not require legal representation. When a lawyer does add value, and what to ask anyone you hire, is in Paraguay immigration lawyer: do you need one? If you would rather hand the file over, that is what a residency agency does.
