Whether Paraguay works for you depends on how you earnTalk it through
A Paraguay tax residency service and a residency service are not the same purchase, and the confusion is expensive.
Migraciones grants the right to live here. The DNIT decides, separately, whether you are a tax resident — and issues the certificate that proves it.
What a Paraguay tax residency service actually delivers
A RUC, filings that are current, and the certificate issued under Resolución General N° 65/2020. Getting there needs a cédula and a migration record, the issue takes ten working days in practice, and the certificate is valid for one year.
That last point is the one that is rarely explained at the point of sale: it is not a status you acquire once. It is a document you renew for as long as you need to produce it.
Why buying the wrong one is expensive
Because the thing a foreign tax authority asks for is the certificate, not the permit. A provider who quotes for "residency" and hands you a residency permit has delivered what was asked and not what was wanted — and you find out at the moment you can least afford to.
Ask any provider which of the two they are selling. If the answer is vague, that is the answer.
What no service can do
Make you tax resident without the underlying facts. The DNIT weighs your entry and exit record, and a certificate obtained while you live elsewhere is a document without a foundation.
And end the obligations of the country you left. Whether they have stopped applies under their rules, not Paraguay's, and the automatic exchange of information between tax administrations works. We say where that question sits; we do not answer it.
What it is worth alongside
The certificate is most useful when the rest is in order: a real address, real presence, and an understanding of what territorial taxation actually covers. On its own it is a piece of paper that invites the next question.
What we do not say about this
That the certificate settles your tax position. It evidences one side of it. The other side belongs to an adviser in your own country, and anyone selling you the certificate as a complete answer is selling the easy half.
Common questions
- What is the difference between a residency service and a tax residency service?
- A residency service gets you the permit from Migraciones. A tax residency service gets you the DNIT certificate under Resolución General N° 65/2020, which needs a RUC, current filings, a cédula and a migration record. A foreign tax authority asks for the second.
- How long is the tax residency certificate valid?
- One year. It is not a status acquired once but a document renewed for as long as you need to produce it, and issue takes ten working days in practice.
