Whether Paraguay works for you depends on how you earnTalk it through

The RUC (Registro Único del Contribuyente) is Paraguay's taxpayer register, and for a foreign resident your RUC number is your cédula number. You apply online through the DNIT's website, attach a scan of your cédula and a photograph of yourself holding it, and then complete the registration at a DNIT office, where you sign the forms and receive your clave de acceso to the Marangatu system. The DNIT states that registration is free.

A RUC is not a formality you can take and then forget. It comes with at least one tax obligation, and an IRP obligation means an annual return in March even in a year with no income. It also brings a yearly data validation, and it can be closed only when your filings are up to date. Register when you have a reason to, and choose the obligation deliberately.

What the RUC is

The RUC is the single register of taxpayers kept by the Dirección Nacional de Ingresos Tributarios (DNIT), the authority that took over the functions of the former Subsecretaría de Estado de Tributación (SET). The rules on joining it, keeping it up to date and leaving it are set by Resolución General N° 79/2021, as amended by Resolución General N° 133/2023 and Resolución General N° 34/2025.

Being on the register gives you three things:

  • An identifier, followed by a dígito verificador (check digit) written after a hyphen. The DNIT assigns the check digit when it approves the registration, and it must be quoted wherever the RUC is used.
  • One or more obligations: the taxes and returns you have registered for, each with its own code in the system.
  • Access to Marangatu, the DNIT's online tax system, through a confidential access key. Returns, data changes, suspension and cancellation all go through it.

Who needs one

The DNIT describes the RUC as obligatory for anyone carrying on economic activity, individually or through a business. For individuals, the triggers that matter most are these:

SituationObligationWhen you must register
Paraguayan-source income from personal services, employed or self-employed, above ₲80,000,000 in the yearIRP-RSP (code 715)Within 30 business days of crossing it
Paraguayan-source capital income, such as renting out a propertyIRP-RGC (code 716)Within 30 business days of receiving the income. For letting property, when the activity starts
Paraguayan-source sales of movable goods above ₲20,000,000 in the yearIRP-RGC (code 716)Within 30 business days of passing that amount
Running a business, invoicing Paraguayan clientsIRE and usually IVA, among othersWithin 30 business days of starting activity
Forming a company through SUACEThe company's own RUCAs part of the SUACE process

If a resident passes the IRP-RSP threshold and does not register, and the DNIT finds out, it will register the person itself and apply sanctions. Registering late is a contravention that carries a fine. Neither the DNIT's notices nor RG 79/2021 states the amount, and we do not quote one.

The IRP is territorial. Income that is not Paraguayan-source under Article 48 of Ley N° 6380/2019 is outside it (see what 0% actually covers). So a resident whose only income is foreign may have no rule obliging them to register at all. If you want a RUC anyway, be clear about why.

The RUC and your cédula

Since RG 133/2023, a foreign individual with temporary or permanent residence has a RUC identifier equal to their cédula number. Foreigners registered earlier on a migration carnet, with a number in the 50,000,000 series, had to switch to their cédula number through Marangatu by May 2024.

In practice, the sequence is residency, then cédula, then RUC. The DNIT's current list of documents for a foreign individual asks for an identity document or passport "issued in Paraguay". For a foreign resident, that means the cédula.

Not established: whether a foreigner can still register with only a migration carnet. The DNIT's registration form still offers "Carnet de Migración" as a document type, but the post-2023 rule and the current document list both point to the cédula. Confirm with the DNIT before relying on a carnet.

How a foreign resident registers

  1. The online application. On the DNIT website, under Servicios Online, choose "Inscripción en el RUC" and then Persona Física (form 600). Enter your identity details, an email address and a mobile number, both of which are mandatory, and your fiscal address. The address needs a street and number, or a precise landmark, and the form asks for a cadastral account number (shown on utility bills) or the property's padrón, so have one to hand. You then choose a main economic activity (up to five secondary ones may be added), the start date and the obligations.
  2. The attachments. Scan the originals to PDF, at most 10 MB per file, with both sides of any identity document. For an individual, the DNIT also requires a clear colour photograph of your face with the front of your identity document held beside it.
  3. Review. The DNIT has three business days to process the application. If something is wrong, it emails you the observations and a link, and you have five business days to correct the application once. If you miss that window, the application is annulled and you start again. If the identity number you typed does not match the document you attached, the application is rejected outright.
  4. Completion and the clave de acceso. The DNIT emails you to book a visit to its office, where you sign the registration form, the request for a clave de acceso (form 630) and the Acta de Manifestación de Voluntad (form 625), and receive the key. You bring only your original identity document.

Fail to attend within 30 days of being summoned and the application is annulled.

In person, or not? The text of Article 4 of RG 79/2021 allows an individual to deliver the signed forms to the DNIT personally, through a third party, or by courier. The DNIT's 2025 guidance and its current document list instead describe a scheduled office visit with your original identity document. We treat the office visit as the current practice. Whether a representative can complete the visit for someone who is abroad is a question we have not been able to confirm from an official source.

What the RUC commits you to

Each obligation carries its own filings, and the DNIT's guidance on the individual ones is explicit.

ObligationWhat it involves
IRP-RSP annual return (form 515)Due by the deadline in the third month after the fiscal year closes, that is, March. The DNIT states that it must be filed even if you had no personal-services income in the year, or less than ₲80,000,000.
Annual register of receipts (obligation 956)IRP taxpayers record their receipts in Marangatu and confirm the register in February, on the date set by the last digit of the RUC.
IRP-RGC return (form 516)Filed within the period set by RG 38/2020 where capital income or gains arise.
Annual RUC validationOnce a year every taxpayer must confirm or update their RUC data and state what share of the previous year's income came from each activity. The month depends on the last digit of the RUC (3 in March through 9 in September, 0 in October, 1 in November, 2 in December). Until you do it, you cannot use the options in Marangatu.
Changes of dataAny change, such as a new address, must be reported within 30 business days. Late reporting is a contravention.

Where an obligation requires periodic returns and you had nothing to declare, the DNIT has a declaración sin movimiento, a nil return that can be filed from its website without the access key. A nil return missed is still a late return.

The IRP-RSP obligation ends in three situations: death, a definitive move abroad, and two consecutive fiscal years in which income does not exceed ₲80,000,000, in which case the duty to file stops from the following year. For someone registered with no Paraguayan income, that suggests at least two annual returns before the duty lapses, although we have not found DNIT guidance on how the rule is applied to a voluntary registration.

The obligation you choose also decides which source rule applies to you. Read IRP vs IRE before you tick a box on form 600.

Do you need a RUC for the tax residency certificate or a bank account?

The certificate: the text of RG 65/2020 does not require one from everyone. A registered taxpayer applies with the RUC, current tax compliance and a copy of the cédula. A person who is not, or is no longer, a taxpayer applies with a copy of the cédula. Individuals in both categories also need a Constancia de Movimiento Migratorio for the period. So on the text, a RUC is a condition only for people who already have one, and for them the real condition is being up to date. The full requirements are on our tax residency certificate page.

Not established: how a non-taxpayer's application is handled in practice today. RG 65/2020 was drafted for paper filing "until the electronic option is enabled". If the current channel runs through Marangatu, it may in practice call for a clave de acceso, and so a RUC. We have not confirmed the present procedure for an applicant without a RUC from an official source.

A bank account: no published rule makes a RUC a condition. Banks apply their own customer due diligence policies within the SEPRELAD framework, and a RUC is one of the documents they may ask for, typically as evidence of a declared activity. See opening a bank account in Paraguay.

Suspending or cancelling a RUC

Temporary suspension (Article 11 of RG 79/2021) is requested in Marangatu within 30 business days of the date it starts, giving the dates and the reason; no documents are required. Before you can suspend, you must be up to date with all returns. A suspension lasts at most 60 months and then lapses automatically, which returns the RUC and its obligations to active.

A suspension relieves you of periodic returns but not annual ones. The IRP and IRE returns, financial statements and tax audit reports are expressly excluded from the relief. If the DNIT finds taxable operations during a suspension, it revokes the suspension back to its start date.

Cancellation (Articles 17 to 22) is for a definitive end of activity. Submit form 623 in Marangatu within 30 business days of stopping, and attach the documents that apply. An individual without an access key can ask through the DNIT's Contáctenos channel and then take the signed form 623 and a copy of the cédula to an office. The DNIT admits the request only if the RUC is active or suspended, every return and payment is up to date to the date you stopped, a closing return has been filed for each tax, and no procedure is pending. From 1 May 2026, RG 34/2025 adds customs conditions, which matter only if you import or export. The DNIT decides within ten business days. Records must still be kept until the tax is time-barred, and earlier years remain open to audit.

What we would actually do

  • Get the cédula first. Your RUC will carry its number, and the current document list assumes you have it.
  • Register for a purpose. Paraguayan income, a business, a bank that asks or a certificate file that needs one. "Everyone gets one" is not a reason.
  • Choose the obligation with advice. The obligation sets your filings for years, and choosing an IRE obligation changes which source rule applies to you.
  • Diarise the dates on day one: February receipts confirmation, March IRP return, your validation month.
  • Close it properly when you leave. A move abroad ends the IRP-RSP obligation, but the register still needs its closing returns and form 623. An abandoned RUC keeps accruing missed filings.

We register RUCs for clients as a separately priced add-on, not as part of the residency package, because not everyone needs one. See the pricing page. This page describes the DNIT's published rules. It is not tax advice on your own circumstances.

Common questions

Is my RUC number the same as my cédula number?
Yes. Since Resolución General N° 133/2023, a foreign individual with temporary or permanent residence takes their cédula number as the RUC identifier, followed by a check digit that the DNIT assigns on approval. Foreigners registered earlier on a migration carnet had to switch to their cédula number by May 2024.
How does a foreigner register for a RUC in Paraguay?
You complete the online application on the DNIT website, attaching a PDF scan of both sides of your cédula and a colour photo of yourself holding it. The DNIT then emails you to book an office visit where you sign the forms and receive your Marangatu access key. The DNIT states that registration is free.
Do I have to file returns if I have no income?
If you are registered for the IRP on personal services, yes. The DNIT states that the annual return on form 515 must be filed even when there was no such income or it was below ₲80,000,000. The obligation ends on a definitive move abroad or after two consecutive fiscal years below that amount.
Do I need a RUC to get a tax residency certificate?
On the text of Resolución General N° 65/2020, no. A person who is not a taxpayer applies with a copy of the cédula and, for individuals, a migration movement record. A registered taxpayer must also be up to date with their obligations. How the DNIT’s current channel handles applicants without a RUC is not yet confirmed.
How do I close my RUC when I leave Paraguay?
You file cancellation form 623 in Marangatu within 30 business days of stopping activity. The DNIT admits it only if every return and payment is up to date, a closing return has been filed for each tax and no procedure is pending, and it decides within ten business days. A temporary suspension of up to 60 months is an alternative, but annual returns stay due during it.
