Is Paraguay residency worth it? It is, for people who intend to live here. It usually is not, for people buying a tax outcome without moving.
That split runs through our own files cleanly enough that we lead with it rather than bury it.
When Paraguay residency is worth it
When the entry cost matters to you. The general route publishes no investment threshold and no minimum deposit — the government fee is Gs. 2,926,925, and the full cost page shows what sits beside it. Against Panama's roughly USD 200,000 under Friendly Nations, that is a different order of commitment.
When you want a path rather than a product. Three years of permanent radicación opens the door to citizenship, and it is a genuine path rather than a purchase.
And when territorial taxation fits how you actually earn: customers outside Paraguay, and you living inside it. That is the case the system was built for, and it is the one that survives scrutiny elsewhere.
When it is not
When you are not moving. Permanent status assumes presence, the DNIT certificate is a separate assessment with its own evidence, and an address does not settle what your own country decides for itself.
When your income is sourced in the country you are leaving. Rental income, a business run from there, employment there — none of that stops being taxable because your post arrives somewhere else.
And when you need a strong passport soon. Paraguay is three years away at best, and it is a court process at the end of it.
The comparison people actually want
Cheaper to enter than Panama, slower to convert than the UAE, less documented than Uruguay, and with fewer published rules than any of them. We set that out side by side in the comparison table, with each figure traced to its source.
If speed and a strong passport are what you are buying, someone else's country is the better answer, and we would rather say so.
What decides it, in one question
Would you still want this if the tax result were neutral? If yes, the residency is probably worth it and the tax is a bonus. If no, you are buying a tax outcome, and that outcome is decided by a country we do not operate in.
What we do not say about this
That it is worth it for you. We do not know how you earn or where your family is. What we do is say no on the call when the answer is no — which is not a sales technique, it is cheaper for both of us than the alternative.
Common questions
- Is Paraguay residency worth it?
- For people who intend to live in Paraguay, usually yes: the entry cost is low, the general route publishes no investment threshold, and three years of permanent radicación opens a real path to citizenship. For people buying a tax outcome without moving, usually no.
- How does it compare with Panama or the UAE?
- Cheaper to enter than Panama, which now expects roughly USD 200,000 under Friendly Nations, but slower to convert than the UAE and less documented than Uruguay. If speed and a strong passport are the goal, another country is the better answer.
Not sure which pathway applies to you?
Paraguay publishes several residency routes with different requirements, fees and deadlines. A short call will tell you which one fits your situation — or whether Paraguay is the wrong answer for you.
