Whether Paraguay works for you depends on how you earnTalk it through

Paraguay residency for crypto traders rests on one fact and falls over on one misunderstanding: the IRP reaches Paraguayan-source income, and territorial does not mean untaxed.

Disposals executed abroad are not automatically Paraguayan-source. That is the attraction, and it is narrower than it is usually sold.

Paraguay residency for crypto traders: what the source rule reaches

Under Ley N° 6380/2019 the personal income tax applies to income of Paraguayan source, with 8% on capital income. Where a disposal takes place, through whom, and where the counterparty sits all bear on whether that rule is engaged.

What does not bear on it is your wallet software. The analysis is about source, not about where a private key happens to be stored — and it is the kind of question that deserves a Paraguayan tax professional rather than a forum post.

The company trap

Article 6 of the same law gives companies a wider source rule than individuals. A trader who forms a Paraguayan company to hold the activity can therefore move from the narrower rule into the broader one.

That is the opposite of the intended direction, and it happens often, because forming an entity feels like the professional next step. The EAS page sets out what that involves before you decide.

What your own country still does

Decides for itself whether you have stopped being its tax resident, on its own tests. Exchanges account information automatically with other administrations. And, in several countries, charges an exit tax on unrealised gains at the moment of departure — which for a trader is precisely the wrong moment to be surprised.

We do not advise on any of that and would not pretend to. We say where the question is so it gets asked before the move.

What residency does and does not give you

It gives you the right to live here, a cédula, and after three years of permanent radicación the standing to seek citizenship. It does not make you a tax resident — the DNIT assesses that separately and issues its own certificate.

What we do not say about this

That Paraguay is a zero-tax jurisdiction for trading. It is a territorial one, which is a different claim, and the difference is where most of the disappointment lives. The tax detail sits on the crypto tax page; this one is about whether the move fits.

Common questions

Is crypto tax-free in Paraguay?
No. Paraguay taxes income of Paraguayan source, with 8% on capital income. Disposals executed abroad are not automatically Paraguayan-source, which is the attraction, but territorial is not the same claim as untaxed.
Should a trader form a Paraguayan company?
Usually not for tax reasons. Article 6 of Ley N° 6380/2019 gives companies a wider source rule than individuals, so forming one can move a trader from the narrower rule into the broader one.
